United Counseling Service Announces Transition from CRT Program to Updated Adult Mental Health Services Model

 After more than two decades of service, United Counseling Service (UCS) will conclude its Community Rehabilitation and Treatment (CRT) program as of 11:59 p.m. on June 30, 2025. This transition reflects a broader statewide realignment with updated federal requirements, as the current CRT waiver no longer complies with evolving standards.

The CRT program at UCS has been dedicated to supporting Vermonters with significant mental health needs by providing home-based, community and therapeutic supports that enable individuals to thrive in their communities. Beginning July 1, 2025, individuals previously enrolled in CRT will transition to services through UCS’s Adult Mental Health Services. This change is designed to maintain continuity of care while ensuring compliance with new federal guidelines.

Eligible individuals will continue to receive care through UCS’s Adult Outpatient Mental Health Services under a new Targeted Care Management approach. Services will now be based on medical necessity and must be rehabilitative in nature, focusing on helping clients recover skills and improve functioning. This excludes habilitative services, which are intended solely to maintain functioning or prevent decline. New clients will continue to access care through UCS’s Same Day Access program, with walk-in hours offered on Tuesdays, Thursdays, and Fridays from 8:00 a.m. to 5:00 p.m., and last appointments starting at 3:00 p.m.

“This shift represents a change in framework, not a loss of support.,” says Ryan Murphy, Chief Program Officer at UCS. “Most individuals will experience little to no visible impact, as much of the transition is occurring administratively. Our dedicated team is working closely with clients, families, and partners to ensure clarity and continuity throughout the process.”
