Ralph ProvenzaRalph Provenza, Executive Director

In cooperation with the Board of Directors, Ralph plans and directs agency operations. His responsibilities include: program planning and development, staff supervision, financial planning, resource development, policy development, and contract negotiations.

Since 1988, when Ralph began at UCS, he has held positions of increasing responsibility and was appointed Executive Director in 2003. He formerly was responsible for the management and overall operation of the agency's Northshire office in Manchester, VT, and the coordination of the agency's system of care for children and families.

Prior to joining UCS, Ralph was director of a private mental health clinic in Newton, Massachusetts.

He has a Master's in Social Work from the State University of New York at Albany and a B. A. in psychology from the City College of New York.

Dr. Benjamin MarteDr. Benjamin Marte, Medical Director

Dr. Marte is responsible for medical and psychiatric supervision of UCS treatment programs. He provides psychiatric evaluation and psychopharmacology for UCS clients. To serve the community's psychiatric needs efficiently, Dr. Marte and our psychiatric department employ a collaborative style of consultation with primary care doctors. Dr. Marte and department staff work to schedule complicated cases and, as clients are stabilized and treatment plans established, refer clients back to the primary physician for follow-up care.

Dr. Marte joined UCS in 2007. He is Board Certified in Adult Psychiatry and has special interests in child and adolescent psychiatry.

Dr. Marte received his medical degree from the University of the Philippines in Manila. He completed his residency in adult psychiatry at the University of Vermont and took training in child and adolescent psychiatry at Dartmouth-Hitchcock Medical Center. Prior to joining UCS, he was medical director at Grant Mental Healthcare in Moses Lake, Washington.

Jill Doyle Jill Doyle, Director of Finance and Operations

Jill is responsible for fiscal control, clinical records, budget management, financial program planning and development, utilization and management of agency information systems, as well as fiscal policy development and implementation. She also supervises administrative support services.

Jill has been with UCS since 2000 and has held key posts within the financial division. She has held increasingly responsible supervisory positions for large and complex companies since 1988. She holds a Bachelor's degree in Business Management from State University of New York at Plattsburgh and a Certificate of Accounting from Siena College.

P Gregory Peg Gregory, Director of Northshire United Counseling Service

Peg has spent her long career with UCS in service to our Northshire clients customers . Peg began as a Northshire Social Work Intern, was hired as an Outpatient Clinician and over the years has accepted increasing staff and program supervision responsibilities with the Northshire office, becoming Program Manager in 1994, and clinic director in 2003. She is a Licensed Clinical Social Worker and maintains responsibilities in direct service to clients as well as management.

She is a member of the Northshire Human Services Council and enjoys presenting information providing consultation and educational services, especially in the area of Employee Assistance Programs and stress management. adolescent behavior and parenting to appropriate audiences in school systems within Bennington County.

Peg received her Bachelors Degree in Psychology from the State University of New York at Geneseo and her Master of Social Work (MSW) from Simmons College School of Social Work in Massachusetts.

K Hamilton Kathleen Hamilton, Director of Developmental Services

Kathy is responsible for organizing, implementing, and supervising the provision of services to individuals served by the Developmental Services Division. She also provides clinical and administrative oversight to managers, consultation and education to agency staff and non-agency personnel, and advocacy in the community.

Since 1979 when she began working at UCS, Kathy has held the positions of residential manager, case manager, coordinator of clinical services, and quality improvement coordinator. Kathy has specialized training in the areas of management and dealing with issues that challenge individuals who have developmental disabilities. She brings to her work a wealth of knowledge concerning UCS clients, services, and the needs of the community.

V Martini Victor Martini, Director of Community Rehabilitation and Emergency Services

Victor provides clinical and administrative oversight to programs for people with serious mental health impairments. Programs include crisis assessment, intervention and stabilization; clinical assessments and treatment; case management; vocational rehabilitation; and residential treatment.

He has directed programs for adults with serious mental illness and adolescents with serious emotional disorders. He founded The Consortium of Continuing Day Treatment Programs of New York, Inc. in 1992, and served as its president until 2001. He serves as a panel member on the New York State Commission on the Quality of Care for the Mentally Disabled, a protection and advocacy commission working directly for the Governor's office. He has a Masters of Social Work with a concentration in management from SUNY Albany and a B. A. in sociology from Siena College. He also teaches social work at the community college level.

L Mattern Lorna Mattern, Director of Specialized Children's Services

Lorna is responsible for the clinical and administrative oversight of the agency's system of care for children and families. Lorna came to UCS in 1990, having previously worked as the Service Coordinator at a shelter program for runaway youth in Massachusetts. She was the first employee of the then newly formed Specialized Children's Services division. She coordinated the Therapeutic Foster Care Program and very quickly assumed responsibility for Intensive Case Management services and the children's Respite Program. Lorna has been instrumental in the growth and development of other SCS programs. Lorna has also been a trainer in CPI for a number of years and chairs the IRRC Committee (Incident Risk and Review Committee) that monitors risk for the agency as a whole. Lorna received her Master of Education majoring in rehabilitation and counseling from Springfield College in Massachusetts.

P Nemlich Pam Nemlich, Director of Human Resources

Pam monitors all aspects of the human resource function for the agency, including employment, employee relations, wage, salary and benefit administration, health and safety, as well as affirmative action. Pam has a Bachelor's degree in Industrial and Labor Relations from Cornell University and designation as a Senior Professional in Human Resources from the Certification Institute of the Society for Human Resources Management.

She has 20 years of human resources experience, most recently as Vice President of Human Resources for the Vermont Country Store, a $90 million mail order/retail company based in Manchester Center. Prior to that she held positions with International Playtex, Inc. and Avon Products, Inc. Pam is President of the Board of the Vermont/New Hampshire affiliate of Susan G. Komen for the Cure and is the treasurer of the Vermont Society for Human Resources Management.

D O'Brien David M. O'Brien, Director of Mental Health and Substance Abuse Services

David provides supervision to the outpatient mental health and substance abuse programs. These include services for children, adolescents, adults, and the elderly. His responsibilities also include direct service to clients. He supervises the agency's Employee Assistance Programs and provides consultation to businesses and industry. David is very active in regional and state organizations focused on prevention, intervention, and treatment of substance abuse.

He is a Licensed Alcohol and Drug Counselor (LADC) in the State of Vermont. He is a founding member and current chair of the Vermont Alcohol and Drug Advisory Council, and is past president of the Vermont Association of Alcohol and Drug Program Directors. David has an MA and Certificate of Advanced Graduate Study in Rehabilitation Counseling from Assumption College,Worcester, MA. He earned a BA in psychology and history from Johnson State College in Johnson, VT.

R Pini Robert Pini, Community Relations Director

Robert works with the staff and board members to profile UCS programs and achievements and promote greater awareness of the developmental and mental health services available at UCS. He coordinates news and information, directs the annual giving campaign, and writes grants to provide support for programs for clients that foster personal growth and positive transformation.

Robert has held management postions in PR at Sprint and The World Bank. He has also worked as a writer and project manager at Rensselaer Polytechnic Institute, Laurin Publications, and Storey Communications. He has worked in communications since 1989 and holds an MA from Middlebury and a BA from Columbia.

B Rathbun-Gunn Betsy Rathbun-Gunn, Early Childhood Services Division Director

A former teacher, Betsy is responsible for developing and implementing the four major components for the Head Start Program: health, education, social services, and parent development. Her additional duties include budget development, local and statewide community networking on early childhood programs, and supervision of The UCS Infant Toddler Center and Big Brothers Big Sisters of Bennington County.
